Cost:

  • More pressing concerns at the time - after WW2 = welfare state need to be formed. Early Thatcher = mass unemployment.
  • Have to cancel Blue Streak as too costly.
  • Trident cost £5 bil over 10 years.
  • Opposition to Polaris due to cost.

Moral:

  • Previous disaster of Chernobyl was devastating.
  • Could kill innocent people in
