By 1906 Britain was in need for social reform and reforms were passed by Liberals for a number of reasons
National efficiency
- GB in relative decline
- Boer War highlights poor state of working class
- army inefficient
- malnourished
- plagued with illness - Economies of USA and Germany catching up with GB's
- Need for more able workers encouraged govt. to better industry in aim to make the country more efficient.
