Why did Alexander II decide on a policy of reform in Russia?

Because defeat in the Crimean War showed up the need for change in Russia.

1. heavily defeated

2. humiliated by the defeat

3. army was full of serfs

Lost military prestige

Badly reflected on serfs – treatment of the serfs

Because Alexander II had a relatively liberal upbringing that favoured reform.
