Why did the Frankfurt Parliament fail?

It lacked legal legitimacy since it had not been initiated by the German Confederation

France and Russia did not recognise the Parliament

It was unable to collect taxes so it had no financial power

It had no army:

  • Prussian General von Peucker was appointed minister of war
  • He agreed to accept the condition only if he would not be expected to act in any way contrary to the King of Prussia 
  • This failed as he could not get Austria or Bavaria to act with him

Lack of popular support:

  • German artisans established their own assemblies in Hamburg and Frankfurt 
  • The Industrial Code was put forward for regulation
  • FP rejected the code
  • Workers lost faith in FP
