In 1919 communist workers' councils seized power all over Germany. A Communist People's Government took over in Bavaria.
Kapp Putsch:
- March 1920 - right-wing nationalist Dr Wolfgang Kapp took over Berlin
- Set himself up as head of government
- Army refused to attack him
- Only defeated when workers in Berlin went on strike
