These polar charges (delta charges) are made because the electrons of hydrogen are slightly closer to the oxygen atom than they are to the hydrogen atom, giving oxygen a delta (-) charge and hydrogen a delta (+) charge.

This creates areas of positive and negative charge, poles of a molecule.

Cohesion= The state of water at which water molecules are strongly attracted (via hydrogen bonds) to each other, they therefore act as one whole single mass.
