John Stuart Mill was a British philosopher. - Rule Utilitarianism- a strong rule utilitarian believes that any rules formulated and established through the application of the principle of utility should never be broken as they guarantee happiness for society.

 - Believed that the quality of pleasure an act produced was more important than the quantity of pleasure.
