Two issues in particular have given rise to concern- the racist violence and harassment experienced by ethnic minority groups and the criminalisation of Black people.


1) Criminalisation: the issue which initially attracted most attention concerned the criminalisation of Black people. At the end of the criminal justice process, ‘Black people are about six times as likely to be in prison as White people or South Asians’ (Smith, 1997).
