Became more defensive after Russo-Japanese war defeat 1905
IMPERIALISM/ EXPANSIONISM:
The Tsar attempted to expand eastwards into Asia which led to the 1905 Russo-Japanese war, which Russia lost. Foreign policy became increasinly defensive after this defeat. AGGRESSIVE THEN DEFENSIVE/ IDEOLOGY
