Why was there need for an agreement?

Russia excluded from League of Nations.

League of Nations is againsts Commusnism.

Russia doesn't want to join League of Nations:

• Stalin "camourflage for imperialistic mechanisations".
• Lenin "evictors group" - winners of war so just to make them feel good about themselves.

Fear , ignorance and ideology isolated Russia further.

Rest of world need to face reality that Bolshevism wasn't going to disappear, despite postponing world revolution.

Russia was out of interference but both sides were mutually suspicious of each other.
