Wolsey established the Treaty of Universal Peace. Wolsey basically hijacked Pope Leo X's plans for a western crusade against the Ottoman Turks (who were encroaching onto the Balkans) in which England would have merely been one of large number of European signatories. Wolsey's altered truce instead had England at the heart of European peace. It was a Christain settlement which bound France, the Papacy, Spain and the HRE to England to act against the Turks.
