- Cooperation in trade
- Improve social conditions
- Encouraged disarmament

Membership
- 42 countries originally- by 1930s 59 countries
- Defeated and Communist countries couldn't join
- America refused to join
America didn't join because:
- It didn't want to be involved with European affair
- Belonged to the native Americans, a lot of these were Austria- Hungarians
- Didn't want to spend money
- Wanted to look after themselves
