The Situation before 1830.
The parliamentary system had developed in the Middle Ages and no longer reflected the true situation in Britain.

Each borough (regardless of size): elected 2 MPs
The boroughs had been created hundreds of years ago and large industrial towns such as Manchester had no MPs. There was also rotten boroughs and pocket boroughs.
