The Situation before 1830.

The parliamentary system had developed in the Middle Ages and no longer reflected the true  situation in Britain.

The Parliamentary System

Each county: elected 2 MPs
Each borough (regardless of size): elected 2 MPs 

The boroughs had been created hundreds of years ago and large industrial towns such as Manchester had no MPs. There was also rotten boroughs and pocket boroughs. 

There was also a geographical imbalance as Southern England had 380
