The Spoils system

The overwhelming majority of those in the civil service are there based on competitive examinaions and for the particular skills they possess.

This has been the case ever since the 'old spoils system' was replaced by a merit system in the Civil Service Reform Act of 1883, known as the Pendleton Act

The spoils system is a system by which government jobs are rewarded
