Neustadt – ‘the president’s power is the power to persuade ‘

-         Obama wanted to show his support for the American Jobs Act by delivering a primetime televised speech to a joint congress – as is customary Obama had to send a letter to the speaker of the house (Republican, John Boehner) asking if he would schedule the talk, the speaker said no and suggested that it be done on a different day

-         Almost every power that the president has s checked by Congress

-         In a system of separated institutions this is by no means easy

-         The president and the majority of congress may well be of different parties

-         Clinton still failed to pass his healthcare reforms 1993-94…
