The New Economic Policy

The NEP was inroduced by Lenin to:

• meet Russia's urgent need for food.
• If the peasants could not be forced they must be persuaded. 
• Satisfy the demands of the peasants
• severity of the famine 
• there was a depressed economic state 
• abandonment of state requisitioning 
  
• re-introduction of the market economy 
• assure an efficient and untroubled economic life
• a 'stratigic retreat'
• The Bolsheviks would still control 'the commanding heights of the economy'

Reintroduction of the Mixed-Economy:

• The NEP was only a partial and temporary concession to capitalism. 
  • nessesary so that the Bolsheviks could "keep the power"
