Provisions of the Second Reform Act:
1. 45 seats were taken from boroughs with less than 10,000 people
2. 7 boroughs were disenfranchised
3. 25 seats went to the counties
4. 20 seats went to new boroughs
5. 6 boroughs got an extra seat
6. One seat was reserved for the University of London
The franchise was extended to include:
Boroughs - all male householders provided they had lived there for a year; lodgers who occupied property worth £10 at a year
Counties - all owners or leaseholders of land worth £5 a year
