What problems remained in the 1930s?
- High unemployment: over 3 million. Many people outside National Insurance Scheme.
- Those in work couldn't afford to pay for insurance so they couldn't get free medical help. The National Insurance was failing.
- 1934 - 4 million insurance policies which people owed payments.
- The infant mortality was high & increasing again.
WW2 & The Beverage Report
- The government knew they'd have to deal with huge numbers of casualties so needed to increase involvement in healthcare.
- William Beveridge asked to write a report on what should be done to improve peoples lives
- 1942- Beveridge put forwards his ideas on a 'cradle to grave' welfare system including a free National Health System.
National Insurance & Assistance Act
- Everyone (bar married women) had to join N Insurance Scheme. Cost 4s &11d a week.
- This gave the person every benefit…
