The constitution of 1936

In 1936, a new constitution, drafted by Bukharin, was introduced. It was intended to mark the progress towards socialism and to celebrate the triumphs of the previous years. Stalin proclaimed that the constitution was the 'most democratic in the world'.

Key features

  • Declared that socialism had been achieved
  • The USSR was a federation of 11 Soviet republics
  • The All-Russian Congress of Soviets was replaced by a new 'Supreme Soviet' made up of the 'Soviet of the Union
