Germany and Britain began an Arms Race

• The Kaiser wanted Germany to be a major world power , but he needed a bigger navy. Germany began to follow a policy known as 'Weltpolitik' - amore agressive foreign policy aimed at increasing military strength and expanding Germany's empire.
• Between 1900 and 1914 Germany attempted to double the size of its navy.
