Telic vs Deontic Egalitarianism

Telic: it is itself bad that some people are less well off than others. 

Deontic: appeals to claims about comparaive/incomparative justice. i.e. equality good only b/c it promotes justice.

Objection: if unjust, doesn't this mean it's bad? Deontic - no lol, b/c a special kind of evil; depends on people treating others a certain way. (e.g. Scanlon).
