Provisional Government

• Made up of leading liberals, mainly Kadets
• Led by Prince Lvov; the Foreign Minister was Milyukov (leader of the Kadets); Kerensky was Minister of Justice
• Chosen by the duma rather than elected by the people
• Its purpose was to run Russia until an elected Constituent Assembly could be formed
• It was in charge of deciding the constitution and form of government for Russia

Petrograd Soviet

• First chairman was leading Menshevik, Chkeidze
• Over 3,000 members by March 10th, only 800 of which were workers
