Country run by Tsar Nicholas 11 - was very weak and indecisive - was a minaturist - spent a lot of time on smaller issues - focus on detail

Britain, France and Germany were highly industrialised - they had started introducing democracy so monarchies were less powerful than they had previously been - religion also had less power in society

Russia was highly agricultural - 80% of the population were peasants - there was very little industry (Russia was hundreds of years behind the western world) - the country was run by an autocratic monarchy - the social system…
