Impact of Pope:

  • at the beginning, things began going well for Charles Albert; his army had defeated the Austrians at the end of May 1848 but situations in the Papal States weren't going so well:
  • the Pope's commander had disobeyed orders and set off with his troops to join Albert's army - this created difficulties for the Pope, whom was not at war with Austria
  • the Pope decided to keep out of the war and to make himself clear, he announced an important allocution
