1. Under the New Testament, the church developed gradually as the church adopted and adapted under existing Jewish models.

Jesus appoints the twelve "apostles" as his authorative representatives.

Peter is presented as the leading apostle.

The apostles and Peter oversee the Jerusalem church. Seven men are chosen and appointed to distribute food to widows. This ministry formed the basis for the later office of deacon.
