Theocracy state: one person in power who leads states religion eg. Saudi Arabia.                       St. Paul agreeing "let everyone be subject to the govern authorities. Rebelling also rebels against God." Says they have been placed by God but dosnt give guidence when corrupt. 

1979 Iran: The Islamic Republic of Iran ruled by Supreme leader. Opposed by John Locke in works Two Treaties of Government. Believes in democracy and freedom of political choice.
