Henry had 3 options to place pressure on the pope
1. Financial blackmail; force the church to pay fines
2. Make himself a leader of the church; claim as supreme head of english church
3. Place Church under pressure; charge leaders with praeminure
Henry used all three.
1. SUBMISSION OF THE CLERGY
- Charged churchmen with praeminure for following Wolsey's example
- Henry offered to remove charges for a fine of £100,000 and for himself to be acknowledged as the 'Supreme Head of the English Church
2. SUPPLICATION OF THE ORDINARIES
- MP's petitioned for Henry to take action against the abuses of the church
