Reasons for non-participation and low voter turnout

  • intelligent voters- voters who can see contextual factors of the elections so do not need to turn up to vote. For example in 2001, many people did not vote as they thought Labour was 'bound to win' anyway. More intelligent voters are also more knowledgable about the electoral system, so if they know that their vote will not count for much (for example in an electoral system using first past the post) they will not bother to turn up.
