1st prime minister Manuel Alazana of SR in oct 1931
administration wanted to limit the army in gov as they held too much power in the previous regime.
> 40% of military figures forced to retire (8000 men)
>soldier in numbers reduced as a result of the gov believing they had too much manpower and needed to save money in the economic situation.
>reforms showed that the military could face civil law if they faced any criminal offence
reforms= positive development for liberal democracy. negative development for military
= opponents of SR
