Explain why migration within and from Africa is difficult to control?

Migration is the movement of people from one location/country to another, emmigration occurs when people leave their country to move to another, usually in search for wealth, a better quality of life and prosperity. Migration in Africa is a difficult process to control, this can be seen in both  item 1 and Item 4 from the pre-release booklet. Figure P1, item 1 clearly shows a vast number of migrant routes within the country, these large movements of the population have resulted in a chaotic state. When looking at figure P1 you can notice Libya has become the main route for migrants moving from Africa to Europe since the revolution. the number of migrants has increased from 1.5 million to 2.5 million. This amount of people is difficult to manage, this is further worsened by the fact that many poorer countries such as Africa do not have reliable figures, making it hard to predict the number of migrants passisng from the country.
