The war destroyed almost all of the economic progress that had been made during the first and second Five-Year Plans. By 1945:

  • 25 million people were homeless and the workforce was exhausted
  • 70% of those killed in the war were men, including one-third of all men, which had a significant impact on the workforce
  • Industrial production was low: mining production was less
