PALMERSTON'S BACKGROUND

  • recognised that enhancing self image improves popularity
  • popular amongst public due to patriotism "if I were not British, I would like to be British"
  • not in favour of complete reform "an inconvenient extension of the suffrage ballot, and other mischievious things" but regarded himself as progressive "the progress of reform and improvement"

  • negotiated independence of Belgium from the Dutch, ensuring her of protection from aggression
  • backed constitutinalist government in Spain and Portugal when fighting againt abolitionist

  • criticised repression in Italy and Poland under Russians and Austrians
  • believed Britain should intervene in conflict when it was in her best interests (eg. sided with Russia and Austria to prevent France from taking Turkey, declared war on China when disagree over opium exports)
