Naming and Shaming.

1997 - New labour governement named and shamed 18 schools that were achieving fewer than 20% in 5 A*-C GCSE's, they were warned that they would be closed if they didnt improve.  The government argued that naming and shaming schools in England produced results, a report showed that at least ten of the schools made real improvements. It helped to rise standards as by shaming schools, it will influence others not go down hill. However, the targets were inaccurate instruments of a schools performance.
