In this poem, Thomas Hardy documents a relationship in which his partner has lost interest in him. He is also suggesting through symbolism that nature is not as symbolic as we interpret when feeling strongly about something; science proves that nature means nothing, and interpreting nature as reflecting your personal feelings is self-centred.

'Neutral' represents the indifference of the woman. Another interpretation is that it describes the natural setting; nature is disinterested with the narrator's personal feelings.
