- Napoleon wanted to regain his European leadership following the expansion of Prussia
- he thought that Luxemburg would be a great opportunity
- initially, Bismarck supported Napoleon and even went as far as to persuade the King of Netherlands to hand over Luxemburg to Napoleon
- the king qucikly agreed because he was short on cash
- but Bismarck soon discovered Prussia had some rights within the state dating back to the 1815…
