Locke and Consent

Any man that has any possession, enjoyment or part in government gives their tacit consent
Residing in territories = give consent to even bad government
We consent when we agree to political authority
From a state of nature, consent is what joins and creates these societies
Can only become a full member of society by express consent
Problem is, few actually consent to their governments or the government is not actually legitimate
Most obvious solution is tacit consent
Locke believed if you actually lived somewhere and participate you are obliged to obey government and tacitly consent to it
