- Any man that has any possession, enjoyment or part in government gives their tacit consent
- Residing in territories = give consent to even bad government
- We consent when we agree to political authority
- From a state of nature, consent is what joins and creates these societies
- Can only become a full member of society by express consent
- Problem is, few actually consent to their governments or the government is not actually legitimate
- Most obvious solution is tacit consent
- Locke believed if you actually lived somewhere and participate you are obliged to obey government and tacitly consent to it
