The Sick  

  • In 1911 there was no NHS
  • The poor generally couldn't afford medical help, especially if they lost wages from absence from work 
  • Illness was recognised as a major cause of poverty 

National Insurance Act (Part 1) 

  • Workers aged between 16 and 60 earning less that £160 a year were insured against illness 
  • Workers had to pay 4d
