1866 SANITARY ACT:

  • creared by John Simon first medical inspector of London in 1848
  • persuaded local authorities to accept public health
  • but unlike Chadwick he would walk away when he wasn't wanted
  • the act itself gave availability to all local authorities
  • made local authorities responsible for the removal of nuisances
  • slums demolished
  • central authority compelled them to act

  • it was one of the first detailed reports into a specific group of people

  • believed in a connection between dirt and disease
  • thought that dirty lifestyles led to dirty habits
