Pre Legislative Process:
- Green & White paper
this is a firm up of proposals. it is democratic, thorough and avoids issues
- first reading
the bill is presented in parliament, title and main aims of the bill are read aloud and voted on
- second reading
debate and vote for the bill.
- committee stage
committee carry out a detailed examination (16-50 mp's)
- report stage
suggested smendments reports back to house. this can be rejected or accepted
- third reading
the final vote (further debate if 6+ mp's wish)
- other house
same stages are then repeated as previously
- royal assessment
monarch approves, and the bill becomes an act
Advantages to the process:
- it is length which means it is thorough and less mistakes
