· Land reforms essential part of peasant support
Land reforms extended to the whole of China once the CPC had taken power
· Clearer policy
o Before, Mao had veered between rent reductions and land confiscation
· Policy now purely based on confiscating land from those with "too much" and giving it to those with none or too little
· Only land from the rich was taken
o Wealthier peasants contributed too much to the food production of the nation
o Food shortages meant this was a priority
· Organised by party cadres
o Teams to 30 to 40
· Started in key villages then branched out to more remote area
Peasants were encouraged to humiliate the landlords
· Policy lead by cadres
