No crime is deviant in itself, deviance is simply a social construct.

Becker- Social groups create devaince by creating rules and applying them to particular people who they view as 'outsiders'.

Piliavin and Briar-found police decisions to arrest were based on sterotypical ideas about gender,class,ethnicity and time and place.

Cicourel-argues that police use typifications of the typical delinquent .Individuals who fit this typification are more likely to be stopped,arrested and charged.Once arrested those who are from broken homes are more likely to be charged.

WORKING CLASS AND ETHNIC MINORITY JUVENILES-are more likely to be arrested .
