-Finance minister from 1887-92.

-Strove to improve Russian financers and build up the countries gold reserves. 

-He increased indirect taxes.

-Mounted a drive to increase grain exports 'We ourselves shall not eat but we shall export'. 

-Reduced imports by increasing tarriffs to protect Russian industries from outside competition.
