Historians tried to 'pigeon hole' W's FP by applying or attempting to apply, a coherent policy or consistent motivations.

A.F.Pollard analysed W's FP and found an on-going concern for the Papacy
Pollard explained this concern as part of W's insatiable desire for ecclesiastical promotion, claiming that he ultimately dreamed of being pope.

Profes Scarisbrick also found evidence of a coherent policy- He wrote that W wanted peace.
This is a challenging case since W rose to power as a war-monger and Eng went to war three times in the period he served as chief minister.
