Venetia - Problem 1:

  • Venice was still in Austrian control
  • Otto von Bismarck had a desire to dominate Germanym him and Napoleon III met October 1865 at Biarritz where it was agreed that in return for neutral support in an upcoming war with Austria, Prussia would hand over Venice
  • Napoleon then decided for a 'no-lose' situation, he met with Austria in June 1866. The same promise. If France remained neutral in the up-and-coming war, Austria would hand over Venice
