How important was New Liberalism in the Government's treatment of social issues 1905-14?

Liberals of the 19th Century believed in freedom from the state and for the individual. Although they accepted reform in some instances, their beliefs were based on the responsibility of the individual. By the 1880s it was evident that the state needed to play a bigger role in eradication poverty and ensuring a minimum standard of living. Other powers like Germany were taking measures to improve conditions. Liberals worried that socialism might take over if the issues of poverty were left alone.

Traditional theories of Liberalism wee being challenged by writers like Marx and T.H.Green who advocated a different role of the state in ensuring freedom. Old Gladstonian ideas of Liberalism which thought low taxes and limited state interference allowed individuals to grow were being overtaken by New Liberalism.
