Measures for Young People

1902 Education Act

Balfour and Robert Morant pushed through a new education Act:

.School boards were abolished and 140 new Local education authorities were set up

.They took responsibility for maintained elementary schools, secondary schools, technical colleges,  teacher training and adult education.

.Old independent grammar schools could be given grants from LEAs to take poorer children who  could not afford fees

. New state secondary schools could be built

In 1907, the Liberal government passed an act forcing secondary schools which were given grants to reserve 25% of its places for children from elementary schools set up before 1902. By 1913 there were 60,000 free grammar school places.

1918 Education Act

This act followed concerns that measures in 1902 and 1907 hadnt's done much to improve employment prospects. A study in Glasgow showe only 12% of elementary school leavers had pursued any further training or study. H.A.L  Fisher was a historian and president of the board of education, he introduced an ambitios measure in 1918:

.School leaving age was raised to 14

.LEAs were responsible for further part time training
