House and Senate

?

POWERS OF THE HOUSE; 1) begin consideration of money related bills (originally they were the only house to be elected) 2) impeach members of federal government or executive (clinton 1998, not guilty) 3) elect president if electoral college is deadlocked.

POWERS OF SENATE; 1) ratify international treaties (2/3 majority across congress required) 2) confirm any appointments made by the president (simple majority) 3) try cases of impeachment (2/3 majority required to find guilty) 4) elect vice president if electoral college deadlocked.

the senate may appear superior for a number of reasons: smaller number, longer sentence, ability to fillibuster may make them more important in president's eyes, ability to ratify international treaties and confirm appointments…
