- in 1868, the Queen of Spain abdicated her throne due to revoltionaries
- the government she left behind made proposals to Leopold Hohenzollern February 1870 who was cousin to Prussia's William I to be king
- the decision went to William I who though it was best for everyone if the proposal was rejected because it would cause tension with France
- Bismark found this out and persuaded William I to change his mind (thinking himself this would be great to cause tension with France),
- Leopold's candidatcy was leaked 3rd July 1870 and Napoleon announced that this was disgraceful
