Citizenship was not the only thing that divided the people and not all citizens were equal. Although democracy had been introduced the class system that had kept the richest families in power was retained. Each citizen was a member of a different class, based on their wealth. In this way the wealthy meant to retain their power. The table on the next page shows the property classes.
