Henry ruled with a 'council' of advisors who supported him in making key decisons

The Council

It had 3 main functions:

1) To advise Henry 

2) To administer the realm on Henry's behalf

3) To make legal judgements

• It had no established rules or procedures 
• Henry relied on a small, core group of councillers who met with him regularly

The Council Learned

• It was The Councils's main offshoot
• This body developed during the second half of Henry VII's reign
• It's function was to maintain the king's revenue and finances
